Their guides say what the government does and does not publish.

How this is worked out. First year = tuition at a public university for an international student, twelve months of living costs, and the visa fee, from each country's guide. It leaves out flights, deposits and health insurance where the guide does not include them. Private universities and some programmes (medicine above all) cost far more. The money you must show for the visa is separate: it has to be in your account before you apply, even though most of it pays your living costs.
