What a year costs

Tuition at public universities is free in most states. What you pay instead is the semester contribution: €100 to €350 per semester, roughly €200-€700 a year, which covers student services, administration and usually a public transport ticket.

Two exceptions matter, and most guides miss the second:

• Baden-Württemberg charges non-EU students €1,500 per semester (€3,000 a year). In force since winter 2017/18.
• TU Munich began charging non-EU students newly enrolling from winter 2024/25: €2,000-€3,000 per semester for bachelor's and €4,000-€6,000 per semester for master's. Other Bavarian universities are not uniform: check each one.

Private universities run roughly €5,000-€20,000 a year.

Living costs, realistically, all in:

• Munich, Frankfurt, Stuttgart, Hamburg, Cologne: €1,100-€1,500 a month. Munich is the outlier, a room in a shared flat is commonly €650-€900.
• Leipzig, Dresden, Halle, Magdeburg, Bochum, Jena and smaller towns: €800-€1,000 a month, with rooms around €300-€450.

Two fixed costs to budget: statutory student health insurance is €141.16 a month under 23, €146.29 from 23 (from 1 January 2026), and the broadcasting fee is €18.36 a month per household.

The visa

You need a national category D visa for study, converted on arrival into a residence permit under §16b of the Residence Act. The fee is €75.

The money. You must show €11,904 for one year in a blocked account, releasing €992 a month. This figure is pegged to the BAföG maximum rate; it rose to €992/month on 1 January 2025 and has not changed since. A scholarship confirmation or a formal declaration of commitment from a sponsor in Germany can substitute.

If you are applying for the visa to seek a study place, before you hold an admission letter, the figure is higher: €1,091 a month.

The real constraint is not the decision, it is the appointment. The visa itself takes about four weeks to two months. Getting an appointment takes far longer: the German Embassy in Dhaka publicly states waits above 27 months for non-scholarship students. India, Pakistan and Nigeria run their own long queues. Budget three to six months minimum from admission to visa in hand, and far more in a congested country.

Applicants from India, China and Vietnam must obtain an APS certificate verifying their academic documents before they can book a visa appointment. Allow four to eight weeks for it.

Working while you study

140 full days or 280 half days a year, or up to 20 hours a week, no separate approval needed. This is the raised limit from the 2024 Skilled Immigration Act; anything still saying 120/240 days is out of date.

Self-employment and freelancing are not covered and need explicit permission. Working more than 20 hours a week in term also ends your student status in the social insurance system, which raises your health insurance cost sharply.

After you graduate

An 18-month residence permit to look for work (§20 Residence Act), and during those 18 months you may work without restriction on hours or type, so you can support yourself while searching. Find qualified work and you switch to an EU Blue Card or skilled worker permit, and the clock starts toward permanent residence.

Language

Germany has one of Europe's largest English-taught offerings, concentrated at master's level; English-taught bachelor's degrees at public universities are comparatively scarce. The official directory is DAAD's International Programmes database.

Typical English requirements are IELTS 6.5 or TOEFL iBT 88-95, but these are set per programme: check yours. German-taught programmes normally want B2, commonly C1 evidenced by DSH-2 or TestDaF 4x4.

No German is required for the visa. But the Ausländerbehörde, tenancy contracts, banks, doctors outside big cities and, above all, part-time jobs and graduate hiring run in German. B1-B2 is the practical threshold for employability. Students who arrive with none and never learn are the ones who leave after graduating.

When to apply

Two intakes: winter (starts October, the main one) and summer (starts April, far fewer programmes).

Standard deadlines are 15 July for winter and 15 January for summer, but many programmes set much earlier ones: 31 May, 30 April, sometimes 15 December for competitive master's. The programme page governs.

Three application channels, and you must work out which is yours: uni-assist (a shared evaluation service used by many universities, 4-6 weeks processing), direct to the university (including TU Munich and several large ones), or hochschulstart.de (for nationally restricted subjects like medicine, dentistry, pharmacy and veterinary medicine).

What to watch out for

Housing is the real admissions test. Student hall waiting lists in Munich, Heidelberg, Frankfurt, Cologne and Berlin routinely run two to four semesters. Students arrive with an enrolment letter and no address, which blocks the Anmeldung, and without that you cannot get the residence permit or a bank account. Do not book a flight before you have written accommodation for at least the first eight weeks. Deposit-before-viewing scams are the most common fraud against incoming students here.

Your school certificate may not be enough on its own. Students from many countries, including India with a standard 12th-grade certificate: need either one to two years of completed university study at home, or a Studienkolleg year ending in the Feststellungsprüfung, before entering a bachelor's. Check the DAAD admission database and anabin for your exact qualification before applying. An offer from a private provider that glosses over this does not fix it.

"Free tuition" is now partly false and getting more so. Baden-Württemberg and TU Munich already charge non-EU students; other states periodically debate it. Confirm fees on the university's own page for your specific start semester.

The blocked account releases €992 a month against a realistic Munich budget of €1,200-€1,500. Add a deposit of two to three months' rent, health insurance, the semester contribution twice a year and the broadcasting fee. Book your residence permit extension appointment 8-12 weeks before expiry, an expiring permit with no appointment available is a routine and stressful experience.
