Student visa for Montenegro, for students from Iran

The article on residence for schooling (Article 47) says nothing about work. A limit of 15 hours a week appears only in Article 48, which covers international exchange and youth programmes.

A 9-month job-search permit exists for students on international exchange programmes (Article 48) and for researchers (Article 50). Degree students may extend their study permit for up to two years beyond the normal length of the course to finish their studies (Article 47), which is not a work route.

The visa
Montenegro links long stays to temporary residence. The government's visa page says a long-stay visa (D) is for foreigners staying more than 90 days but no more than six months in a year, and lists education and student exchanges among the purposes of temporary residence it serves. Whether you need a visa to enter depends on your nationality.
The residence permit for schooling (Law on Foreigners, Article 47) may be issued to a foreigner who meets the general conditions in Article 43 and provides confirmation of schooling. It is issued for the length of the school or academic year, and may be extended for up to two years beyond the prescribed length of study to let you finish. Minors need consent from a parent or guardian.
The general conditions in Article 43 include means of subsistence, accommodation, health insurance and a valid travel document.
The money. The law requires means of subsistence but does not state an amount. The detail sits in a Ministry of Interior rulebook, and we could not read its current version, so we do not quote a figure. Ask the embassy or the police administration that will handle your permit how much it wants to see, and in what form, before you apply.
Fees. We could not find the current visa fee or the temporary residence permit fee on an official source.
Montenegrin law has been amended several times. The text we read lists Official Gazette numbers 12/2018, 3/2019, 86/2022, 77/2024 and 3/2026.

At the embassy or consulate of Montenegro that covers Iran, or through the visa application centre it names. Book early: in the busiest months appointments can be weeks away. Apply only through the official website; nobody can sell you a faster place in the queue.
