If the exchange rate moves. Today 1 TRY = 0.2339 GHS (rate of 8 November 2026). A 10% move either way changes this first year by about GHS 10,510, and a whole three to four-year degree by roughly GHS 31,520 to GHS 42,020. Plan with a margin, and pay large sums when the rate suits you.

Worth knowing. Fees and prices move with the lira, and the visa fee varies by nationality, so the figure given is the residence permit card fee.
