Studying in Portugal

The rules and the money, before you apply

These apply to every international student in Portugal, including at Higher Institute of Police Sciences and Homeland Security. Each figure shows where it came from and when we last checked it.

Money you must show

€920 a month (100% of the 2026 national minimum wage)

Rule in Portaria 1563/2007: for 12 months or the length of stay. Can be halved if your accommodation is guaranteed. The consular visa site still shows the 2024 base of €820.

Work while you study

Employed or self-employed work allowed alongside study

No weekly hour cap is stated in the official guidance we could read. Your permit renewal still depends on academic progress.

How to apply in Portugal

The same rules for every institution in Portugal; Higher Institute of Police Sciences and Homeland Security's own programme pages govern the exact dates and scores. Guide checked 24 Sep 2026.

Deadlines and intakes

Portugal runs a special admission route for international students (the concurso especial para estudantes internacionais), with dates set by each university. The University of Lisbon's 2026-2027 calendar is a typical example:

Apply in the first period. A second-period offer in late May or July leaves too little time for a consulate queue and an AIMA appointment before classes start in September.

Language you need

Most bachelor's degrees at public universities are taught in Portuguese. English-taught provision is concentrated at master's level and in business and economics schools. Programmes set their own language requirements: check each course page.

For daily life, Portuguese matters more than in Lisbon's tourist centre suggests. AIMA, Finanças (the tax office), landlords and most part-time jobs work in Portuguese. Students from Portuguese-speaking countries have a real advantage here.

How we check reviews

Every reviewer confirms their email address with a one-time link, and a person at Studies Multiverse reads each review before it appears. We publish good and bad reviews on the same terms, never edit them, never pay for them, and an institution cannot remove a review by paying us. Reviews sent from the institution’s own email domain are not accepted. Institutions can reply below a review. See our terms.
